Not compulsory, but it's good especially for tech startups that CEO is a developer. He would have knowledge of coding and can support his technical team as per their needs. There can be hundreds of technical complications that might arise which a non tech CEO won't understand at all. For tech startups with small team, CEO must be a developer as well.
